MIGHT
Green Technology Foresight 2030 (GTF2030) is an initiative under the Ministry of Energy, Green Technology and Water (KeTTHA), jointly undertaken with Malaysian Industry-Government Group for High Technology (MIGHT), and supported by the Malaysian Green Technology Corporation (MGTC) and myForesight (Malaysian Foresight Institute). GTF2030 involves the systematic development and assessment of plausible scenarios on Green Technology development and its impact on the 9 identified sectors that are important to Malaysia, up to year 2030.
GTF 2030 aims to identify the list of priority green technology from the 9 sectors namely; Energy, Transportation, Buildings, Manufacturing, Waste, Water, ICT, Agriculture and Forestry to fulfil the National Green Technology Policy’s mission & objectives.
Launching of GTF 2030
GTF 2030 initiatives were launched on 27 Jun 2013 at Kuala Lumpur Golf and Country Club (KLGCC) in conjunction with MIGHT’s 18th Annual General Meeting. The one day session started with plenary intervention on current cross ministerial green technology initiatives.
Topics presented during the plenary intervention are as follows:
• “EPU’s Initiatives Towards Low Carbon Economy” by Mr. Azhar Noraini, Director, Environment and Natural Resources Economic Section, Macro Planning Division, Economic Planning Unit (EPU)
• “National Green Technology Policy & Government Initiatives” by Mr. Paul Wong Kok Kiong, Undersecretary, Green Technology Division, Ministry of Energy, Green Technology and Water (KeTTHA)
• “Drivers of Change” by Dr Gary William Theseira Deputy Undersecretary, Environmental Management and Climate Change Division, Ministry of Natural Resources and Environment (MNRE)
• “MOSTI Driving the Green Technology R&D” by Dr. Muhd Noor Muhd Yunus, Timbalan Ketua Pengarah, Program Penyelidikan & Pembangunan Teknologi, Malaysian Nuclear Agency, Ministry of Science, Technology and Innovation (MOSTI)
The Panel session moderated by Mr. Mohd Yusoff Sulaiman, President and CEO of MIGHT were also conducted, initiating the audience to share their insights. The panelists for the session included Mr. Azhar Noraini, Director, Environment and Natural Resource Economic Section, Macro Planning Division, EPU; Mr. Paul Wong Kok Kiong, Undersecretary, Green Technology Division, KeTTHA; Dr. Gary William Theseira, Deputy Undersecretary, Environmental Management and Climate Change Division, MNRE; YBhg Prof Datin Paduka Dr Khatijah Mohd Yusoff, Deputy Secretary General, MOSTI; YBhg Dato’ Nadzri Yahaya, Director General, National Solid Waste Management Department (JPSPN) Ministry of Urban Wellbeing, Housing and Local Government; Mr. Azrin Mohamed Ali, Vice President, Research and Development Malaysian Green Technology Corporation, MGTC, and Mr. P’ng Soo Hong, Managing Director, First Solar Malaysia Sdn Bhd.
Moving on after the panel session was the breakout session with introduction on GTF 2030 and its drivers of change. The sessions were later separated into 9 sectors, working towards deriving the priorities list for drivers of change in GTF 2030.
Series of Scenario Building and Analysis workshop
Series of Scenario Building and Analysis workshop with relevant stakeholders involving the government, industry, academia and NGOs were conducted to gauge their collective insights and inputs for the production of the National Green Technology Policy. The Scenario Building involved five distinct stages, namely; Identification of drivers of change, Impact – uncertainty analysis, Axis of Uncertainty and Scenario Writing.
The Scenario Analysis Process includes the consultation of experts to review and identify green technology applications for each of the nine sectors. Prioritizations of the identified green technologies were based on the Feasibility-Attractiveness Matrix analysis.
Both the Scenario Building and Analysis workshops for each sector were conducted separately throughout the year between the months of July to November 2013. (Refer below for the schedule workshops)
